Annual Parish Meeting 13th May 2024 Minutes



The Annual Parish Meeting was held at the Yapton & Ford Village Hall on the 13th May 2024. The meeting commenced at 7.00pm. 

Present: Councillors Mr Andrews, Ms Rosemarie Davidge, Mrs Philippa Greenan, Rachel Turner and Mrs Amanda Worne.

Also present: Mr Gardiner (Clerk of Yapton Parish Council), Police Sargeant Lou Baileff and 2 members of the public. 


1.Councillor Mrs Amanda Worne was duly elected as Chair for the meeting.


  1. Resolved – That the minutes of the meeting held on 15th May 2023 be approved as a correct record and that they be signed by the Chair. 

CHAIR’S REPORT 2023/2024 

  1. The Chair referred to her first Annual Report for 2023/2024 (circulated with the agenda) which set out the main points and dealt with the activities of the Council during the past year.  It was noted that an illustrated copy of the Chair’s Annual Report would be included in the May issue of the Council’s magazine, Yapton News, which is circulated to all households in the Parish and was due to be published shortly. 
  2. Resolved – That the Chair’s Annual Report for 2023/2024 as presented be adopted (copy attached to minute book).


  1. The Clerk presented a copy of the Statement of Accounts and the Annual Governance Statement for the year ended 31 March 2024.

  1. The Clerk reported that the audited accounts extracted from the Annual Report for the Stephen Roe Charity for the years 1st January – 31st December 2019, 2020, 2021, 2022 and 2023 had not been received by the Council. The Clerk had contacted the Vicar of the Parish to enquire why there was a delay in submitting these to the Parish Council. He produced some supporting documents which gave partial information relating to the investments. He promised to send the accounts when they became available. The Vicar and the Clerk had a discussion about the merits of closing down the charity accounts and placing the funds under the jurisdiction of the Parochial Church Council.


  1. The Chairman suggested that any public questions could be raised during the regular Parish Council Meeting later this evening.
  1. The Chair introduced Police Sargeant Lou Baileff of the local Policing Team who proceeded to speak on the current work of the local policing teams and particular issues relating to Yapton. In particular, various issues had been dealt with in the vicinity of the local Co-op Store on Main Road and certain Anti-Social Behaviour in the area which had resulted in Behaviour Orders being issued. It was noted that the local Community Wardens were becoming more visible in the area and the merits of the recent Street Briefing were also raised. The Chair thanked Sargeant Baileff for attending the meeting tonight and updating the Parish on current and recent matters involving the local police.
