PLANNING COMMITTEE

 

12 July 2010 – At a meeting of the Planning Committee held at Yapton & Ford Village Hall.

 

Present: Mr Faulkner (Chairman),  Mr Andrews,  Mrs Barnes,  Mr Haymes and Mr Jones (from minute 34 onwards).

 

Also present:  Parish Councillors Mr Bryan, Mr J Mills, District Councillor Mrs Neno,  Mr Tansley (Clerk of the Council) and 6 members of the public.

 

Apologies for absence for the first part of the meeting were received and accepted from Parish Councillor Mr Jones as he had been held up in traffic.

 

 

 

DECLARATIONS OF INTEREST

 

28.  Members were reminded to make any declarations of personal and/or prejudicial interest that they may have in relation to items on the agenda.

 

29.  Mrs Barnes declared a personal interest in Planning Application No Y/44/10/ as she owned a property close to the development and she took no part in the consideration and voting on the application.   Mr Haymes, as a member of the District Council's Development Control Committee, declared a prejudicial interest and took no part in the consideration of the planning applications and subsequent voting on the resolutions. 

 

 

MINUTES

 

30.  Resolved – That the minutes of the meeting held on 14 June 2010 be approved as a correct record and that they be signed by the Chairman.

 

 

MATTERS ARISING

 

Development at 1 - 2 Canal Cottages (minute 24/2010)

 

31.  The Clerk updated members on the reasons for the ongoing delay in publishing the planning applications for the development which had taken place at Canal Cottages. This was outside the control of the District Council although every effort was being made by the Council to resolve the matter as quickly as possible.

 

Objections to Planning Applications Y/29/10 and Y/30/10/L (minutes 26-27/2010)

 

32.  The Clerk reported that the applications for the erection of 6 dwellings and associated works on the Stakers Farm site in North End Road  had been refused by the District Council.  

 

 

PUBLIC QUESTION TIME

 

33.  A member of the public asked whether the Council had given any consideration to the proposed housing development off Goodhew Close.  The Chairman explained that although the developer had distributed a consultation leaflet  to local residents, a planning application had yet to be submitted by the developer to the District Council.  At that stage the Parish Council would consider the matter and a special meeting of the Planning Committee would be called at which residents would be invited to express their views before the Council determined its response.

35. With reference to Planning Application Y/37/10 the grounds for the objection were as follows:

 

i) The proposed dwelling gives the appearance that it is being squeezed into a very small area and does not replicate the design, spacing and layout of existing adjacent properties and is therefore out of keeping with other properties in the neighbourhood;.


ii) It is an inappropriate development on garden land which does not comply with the recently amended policy PPS3 in relation to "Garden grabbing".


iii) The single parking space will encourage parking of additional vehicles on the adjacent well used road and the grass verge which will have an impact on the visual appearance of the area.


 

36. With reference to Planning Applications Y/45/10 and Y/46/10/L the grounds for the objections were as follows:


1) The proposed extension of the current dwelling represents an over development which will significantly change the character and appearance of this listed building;


2) The design is not sympathetic to the existing building.
