PLANNING COMMITTEE

 

11 January 2010 – At a meeting of the Planning Committee held at Yapton & Ford Village Hall.

 

Present: Mr Faulkner (Chairman), Mr Andrews, Mr Jones and Mr D Mills.

 

Also present:  Parish Councillor Mr Taft,  Mr Tansley (Clerk of the Council) and 4 members of the public.

 

Apologies for absence were received and accepted from Mrs Barnes.

 

 

 

DECLARATIONS OF INTEREST

 

1.  Members were reminded to make any declarations of personal and/or prejudicial interest that they may have in relation to items on the agenda.

 

2.  There were no declarations of interest.

 

MINUTES

 

3.  Resolved – That the minutes of the meeting held on 9 November 2009 be approved as a correct record and that they be signed by the Chairman.

 

PUBLIC QUESTION TIME

 

4.  Residents of Kings Close who were present at the meeting questioned the Parish Council’s stance on Planning Application Y/70/09/.  The Chairman outlined the reasons why the Planning Committee had determined to object to the application on grounds of density whilst at the same time welcoming any development which would tidy up the site and make it more attractive.

 

5.  Mr Taft commented on Planning Application Y/85/09/ for a replacement dwelling in Hoe Lane.  It was noted that the proposal involved replacing the present house with a large single-storey bungalow on the site.

6.  The Committee had before them and considered a letter from the WSCC Divisional Manager (County Development) inviting comments on the Mineral and Waste Development Framework plans which had just been published on the WSCC website (copy of letter attached to minute book).

 

7.  Members noted that in the provisional plans, two sites had been identified at Ford for built waste facilities and whilst these were relatively small developments there was concern that at both sites there was the potential for significant expansion with the possibility of attracting waste from outside the local area.  From the point of view of the existing transport infrastructure and the numbers of HGVs and lorries already using the local road network, this gave cause for concern.

 

8.  Resolved – That an objection be raised to the County Council’s Minerals and Waste Core Strategy Development Plan Document on the grounds set out above.

10. With reference to Planning Application Y/70/09/, the grounds for the objection were as follows:

 

i) Whilst supporting any proposal which would make this site more attractive and enhance the village, the Committee objects to the proposed density of the housing indicated in the plan which it feels is not in keeping with the existing housing in this small Close. The Committee considers the housing density should be reduced to mirror that of the existing dwellings.

 

ii) The Committee also has concerns about the impact this proposal would have on traffic using the Main Road and in particular vehicles visiting the village centre shops including the adjacent convenience store, the entrances to the two nearby public car parks as well as the mini-roundabout at the intersection with Bilsham Road. The Committee considers that this aspect needs to be addressed.

 

11.  With reference to Planning Application Y/74/09, the Chairman reported that following discussions with residents, the Clerk had written to WSCC Highways requesting that they review the parking arrangements along this stretch of Main Road with a view to introducing restrictions because of the bend in the road and poor visibility.
