PLANNING COMMITTEE
9 November 2009 – At a meeting of the Planning Committee held at
Yapton & Ford Village Hall.

Mr English and Mr Holman and Mr Tansley (Clerk of the Council).
DECLARATIONS OF INTEREST
43. Members were reminded to make any
declarations of personal and/or prejudicial interest that they may have in
relation to items on the agenda.
44. Mrs Barnes
and Mr Faulkner both declared a personal interest in Planning Application
Y/65/09/ relating to Church House, Church Road, Yapton, and took no part in the
discussion/decision making on this item.
MINUTES
45. Resolved – That the minutes of the
meeting held on 14 September 2009 be approved as a correct record and that they
be signed by the Chairman.
MATTERS ARISING
Breach of Planning Control –
Murrayfield, Bilsham Road. Yapton (minute 36/2009)
46. The Clerk reported
that it was evident that the breach of planning control was continuing. Further contact would be made with the
District Council’s enforcement team to establish the current position.
Arun District Council – Draft
Compliance Strategy (minutes 37-38/2009)
47. The Clerk reported that the District Council had
incorporated the Committee’s proposed amendment into its approved Compliance
Strategy.
PUBLIC QUESTION TIME
48. District
Councillors Paul English and John Holman referred to Planning Application
Y/68/09/ which related to the Policy Site 6 development and they outlined the
concerns they had over the proposed siting, security and the lack of external
lighting for the sports changing facility and the associated pitches.

50. With reference
to Planning Application Y/68/09/, the grounds for the objection were as
follows:
i) the Committee considered that it was desirable and
would improve site security if the sports changing facilities and pitches were
located closer to the housing development.
To this end the Committee recommended that the siting of the community
sports facilities be transposed with that proposed for the primary school;
ii) the Committee noted that two hard play pitches
were proposed in the Section 106 agreement but these are not identified as such
on the plans. This omission should be
addressed;
iii) the Committee considers that it is important, in
consultation with the police, for the plans to specify the provision of appropriate security external lighting for
the community sports facilities.
