PLANNING COMMITTEE

 

13 July 2009 – At a meeting of the Planning Committee held at Yapton & Ford Village Hall.

 

Present: Mr Andrews, Mrs Barnes, Mr Faulkner, Mr Jones and Mr Mills.

 

Also present:  Mr Tansley (Clerk of the Council) and 2 members of the public.

 

 

CHAIRMAN

 

21.  Resolved – That Mr Faulkner be re-elected as Chairman of the Planning Committee for the ensuing year.

 

 

VICE-CHAIRMAN

 

22.   The Committee decided not to appoint a Vice-Chairman.  Instead it was agreed that in the absence of the Chairman, a member would be appointed to chair that particular meeting.     

 

 

DECLARATIONS OF INTEREST

 

23.  Members were reminded to make any declarations of personal and/or prejudicial interest that they may have in relation to items on the agenda.

 

24.  There were no declarations of interest.

 

 

MINUTES

 

25.  Resolved – That the minutes of the meeting held on 27 April 2009 be approved as a correct record and that they be signed by the Chairman.

 

 

FORD ECO-TOWN

 

26.  With reference to minute 18/2009, it was noted that a decision from the Government on the eco-town programme was expected before the parliamentary recess on 22 July 2009.  The Chairman commented that the recent proposal from the Environment Agency to “do nothing” to improve sea defences at Clymping and protect the area from flooding could well have an impact on the decision for Ford.

27. The Planning Committee had before them and considered the following planning applications and resolved as indicated:-

NO OBJECTION

 

With reference to Planning Application Y/25/09/, the grounds for the objection were as follows:

 

i)  The south eastern corner of the proposed development abuts residential property;

ii)  On site residential accommodation for the number of animals proposed would seem to be unnecessary and would change the nature and character of the field;

iii)  Re-location of the storage shed to the north west of the land to be utilised for the development would eliminate the need for additional access in the south east corner on to Hoe Lane thus preserving trees and hedgerows that form the present boundary;

iv)  The land at this location is subject to flooding and is therefore unsuitable for keeping pigs;

v)  The present narrow road is unsuitable for the passage of large vehicles that would be used to support the proposed business activities. There are no pavements along Hoe Lane which gives cause for concern for the safety of present users of this quiet rural road particularly pedestrians including young children, cyclists and horse-riders.

 

 

PLANNING APPLICATION No WSCC/014/09/CM

ENVIROWASTE (SOUTHERN) LTD

 

28.  Resolved – That the action taken by the Clerk in consultation with the Chairman to register an objection with WSCC to the proposal to site a waste recycling facility at Northwood Farm, be endorsed. 

 

 

BREACH OF PLANNING CONTROL

MURRAYFIELD (FORMERLY K/A TWO HOOTS), BILSHAM ROAD, YAPTON

 

29.  Members were concerned that despite the Section 215 Notice obtained by the District Council at the Worthing Magistrates Court on 27 April 2009, it was evident that more than 4 vehicles were still being parked in the demarcated area at the front of the property and this appeared to be in breach of the Court Order.   The Clerk had already submitted photographic evidence to the Planning Enforcement Team at Arun District Council.  The Chairman suggested that members should take the opportunity to similarly take digital photographs and forward these to the Clerk when they were in the area as additional evidence.

 

30.  It was agreed that the District Council should be urged to take appropriate action without delay to resolve the apparent ongoing breach of planning control.
