PLANNING COMMITTEE

8 September 2008 – At a meeting of the Planning Committee held at Yapton & Ford Village Hall.

Present: Mr Faulkner (Chairman), Mr Andrews, Mrs Barnes, Mr Jones and Mrs Wallbridge.

Also present: County Councillor Mrs Freeman, Mr Tansley (Clerk of the Council) and 1 member of the public.

DECLARATIONS OF INTEREST

25. There were no declarations of personal or prejudicial interest.

MINUTES

26. Resolved – That the minutes of the meeting held on 29 July 2008 be approved as a correct record and that they be signed by the Chairman.

MATTERS ARISING

27. The following decisions by the District Council’s Development Control Committee were noted:

• Y/33/08/ Refused (minute 21/2008 refers)

• Y/39/08/ Refused (minute 22/2008 refers)

• Y/40/08/ Approved conditionally (minute 23/2008 refers).

28. With reference to minute 24/2008, the Clerk reported that a visit to the proposed nursery finishing centre had been arranged for members on 11 September 2008 at 6.00 pm.

PLANNING APPLICATIONS

29. The Planning Committee had before them and considered the following planning applications and resolved as indicated:-

30. With regard to planning application Y/54/08, the Committee noted that the Flansham Residents’

Association and individual residents had written in support of the application. The Committee noted that the earlier application Y/18/08/ had previously been refused under delegated powers. In view of the expressed and overwhelming support of local residents the Committee considered that it was important that the latest application should be considered and determined by the District Council’s Development Control Committee and the Clerk was asked to stress this in the Council’s response.

31. With regard to planning application Y/55/08/ and Y/57/08/L, County Councillor Mrs Freeman referred to a report which set out the concerns of the WSCC Highways Department concerning the application.

32. Members discussed the proposal and resolved to object to the two applications on the following grounds:

• The historic public house (dating back to the 16^th century) was within the Yapton Conservation Area. Its external façade had remained unaltered for over 100 years and the proposed development would be out of character and would adversely impact on the appearance of this historic part of the village;

• The proposed development and change of use was considered to be inappropriate and would materially harm the character and appearance of the building itself;

• The proposed development was considered to be overdevelopment of the site;

• The proposed development and change of use would result in a loss of amenity for local residents;

• There were significant highway issues associated with the site and highway safety would be prejudiced by the proposed development.
