PLANNING COMMITTEE

29 July 2008 – At a meeting of the Planning Committee held at Yapton & Ford Village Hall.

Present: Mr Faulkner (Chairman), Mr Andrews, Mrs Barnes and Mrs Wallbridge.

Also present: Mr Haymes (Chairman of the Parish Council) and Mr Tansley (Clerk of the Council).

DECLARATIONS OF INTEREST

17. Mrs Wallbridge declared a personal interest in planning application Y/40/08/ and took no part in the consideration or voting on the application.

MINUTES

18. Resolved – That the minutes of the meeting held on 12 May 2008 be approved as a correct record and that they be signed by the Chairman.

MATTERS ARISING

19. With reference to minute 16/2008, the Clerk reported that Y/14/08/ had subsequently been refused by the Planning Officer under delegated powers.

PLANNING APPLICATIONS

20. The Planning Committee had before them and considered the following planning applications and resolved as indicated:-

Change of use of existing workshop building to B1/B8 use Application for Listed Building Consent to replace five west facing window and one west facing door and one south facing window. 21. With regard to planning application Y/33/08, the Committee endorsed the action taken by the Chairman, in consultation with the Clerk, to object to the application on behalf of the Parish Council. The reasons for the objection were set out in a response paper submitted by the Clerk to the District Council (copy attached to minute book).

22. With regard to planning application Y/39/08/, the grounds for the objection were as follows:

• the proposed dwelling was a departure from the development plan;
• it was outside the built-up area;
• the development if approved would create a precedent.

23. With regard to planning application Y/40/08, the grounds for the objection were as follows:

• the proposal would result in overdevelopment of the immediate area and in particular of Gladstone Road;
• the site itself was cramped and would be out of keeping with neighbouring properties;
• the existing movement of through traffic in Mill View Road (which served both Gladstone Road and The Millers estate) was already excessive and further development would exacerbate this problem;
• there would be a loss of well-used amenity street parking space for residents in Mill View Road;
• there was evidence of inadequate main drainage to support further development in Mill View Road and Gladstone Road.

PROPOSED FARPLANTS FINISHING CENTRE, LAKE LANE

24. Members agreed to arrange an informal visit to view the site for the proposed nursery finishing centre in Lake Lane.
