PLANNING
APPLICATIONS FOR YAPTON
The Planning Committee had before them and
considered the following planning application and resolved as indicated:-

following application also contains land within the Parish of YAPTON Outline Application for residential development and associated uses forming part of policy site 6. Construction of the Bognor Regis Northern Relief Road from A259 at Felpham to A29. (This application is accompanied by an environmental statement and affects a public right of way). |

That, recognising the needs of
the Hoe Lane residents and the historical significance of retaining the existing characteristics
of the ancient hamlet of Flansham must be paramount, representations be made in
the strongest possible terms to Arun District Council to ensure that the approved
plans for the housing development and associated relief road includes provision
for the following:
1) that the provision of the
Relief Road be undertaken and completed
prior to Phase
1 of the new housing development to ensure that the adverse impact of the new
housing and the increase in traffic together
with the potential for gridlock along the existing A259 is avoided;
2) that to keep the noise
nuisance from construction work to a minimum, all the landscaping works
including the provision of the planned noise buffers zones, landscaped bunds
and acoustic barriers along the line of the relief road be completed before the main housing and relief road
works take place;
3) that in connection with the
landscaping scheme for the relief road
the existing trees, shrubs and hedging be retained to the north of the
proposed relief road and any artificial buffer zones and barriers be fully screened
by the planting of additional natural
vegetation in the form of trees and shrubs;
4) that the proposals for
roundabouts to service the new housing development from the relief road be
urgently reviewed in favour of junctions
with slip roads;
5) that the clustering of the planned social and affordable houses
within the new development be kept to a minimum to ensure integration within
the community;
6) that the proposed route of the Yapton to Felpham cycle path be diverted
south of the proposed relief road along the northern boundary of the proposed
new school site and playing fields area and then turn north to link with the
end of Hoe Lane west of the Hoe Farm complex;
7) that a centrally located
unlicensed shop be included in the plans for the benefit of future
residents;
8) despite the measures proposed in the plans to limit potential
flooding, there is still concern that
the proposed development will substantially increase the risk of flooding;
9) street lighting on the
proposed relief road will lead to an increase in light pollution to the
surrounding area. There is also concern the playing area attached to the school
will generate further lighting pollution if this facility is used at night;
10) the existing secondary school serving the area is already
oversubscribed; no provision appears to have been made for additional secondary
school places for the considerable
numbers of children likely to live on the development other than to expect
existing schools to cope with the increase in numbers;
11) no provision appears to have
been made for a new medical centre
which is likely to be required to service this development.
