1.   Apologies for absence

 

Members are reminded that if they are unable to attend the meeting, reasons for absence must be given for approval by the Council.

Members are reminded to make any declarations of personal and/or prejudicial interests that they may have in relation to items on the agenda.

a) The Planning Inspectorate - Appeal by M J Gleeson Group Plc - Site at land north of Burndell Road, Yapton.

The Inspector's decision was to allow the appeal and grant planning permission for the construction of 173 new dwellings and associated car parking, public open space including children's play areas, vehicular access in accordance with the terms of planning application Y/81/10, subject to conditions.

 

b)  WSCC Traffic Regulation Order Team  - Formal consultation on a proposal for a new waiting restriction on North End Road, Yapton.

 

c) WSCC - Changes to local bus services. The County Council is carrying out a bus user survey of its subsidised routes which includes the 66 and 66A service which runs from Barnham to Bognor via Yapton.  Feedback from users is required to assist the County Council in making decisions in respect of the next phase of bus service reductions. Comments can be made online at www.westsussex.gov.uk/buses.  The closing date is 17 January 2012.    

 

d) Bell Cornwell LLP, Chartered Town Planners - request to engage with  the Parish Council in its  Neighbourhood Plan preparation in respect of a proposed site for a small housing development in Yapton.

 

e) Various residents - letters of thanks for vouchers from the volunteers who deliver Yapton News.

 

9.  Training and Development of Members/Staff

 

Members to report on any training courses attended since the last meeting.

 

10.  Parish Council Magazine (Yapton News)

 

 A proof copy of the latest issue of Yapton News  (Issue no 52:   January 2012) will be available at the meeting.

 

11.  A Neighbourhood Plan for Yapton

 

To consider a report by the Clerk setting out procedural and working arrangements for the delivery of a Neighbourhood Plan for Yapton through the Neighbourhood Plan Project Group (copy attached).

 

12.  Reports from Committees

 

a) Planning   (i) to receive the minutes of meetings of the Planning Committee held on 10 November 2011 and 5 December 2011 (copies attached) (ii) to receive details of planning decisions made by Arun District Council in November/December 2011 (copy attached);

13. Finance

 

a) To consider the quotations received for the grass cutting (allotments site) and litter picking and to approve the letting of new contracts for 2012/2013;

 

b) Setting the precept for 2012/2013 - To consider a report prepared by the Clerk setting out the revised estimates for the current financial year and the estimates of expenditure for 2012/2013 and to fix the precept for the next financial year (copy attached);

 

c) To consider and approve the financial statement showing the payments and receipts for November & December 2011(copy attached);

 

d)  To consider and receive the summary of income and expenditure over the various budget heads for

period 1 November to 31 December 2011 (copy attached).
